HENRY HERMS, SR., 90


  Henry Herms, Sr. was a resident of Lakeside for 70 years.  He passed away at his home on May 17, with his family at his bedside.
  Preceding in death, his wife Leola of 60 years and daughter Barbara Lee.  Surviving children: Marjorie Hatcher of Lakeside, and Henry Jr. of Encinitas.  Five grandchildren: Alan of Arizona, Rachel of Santee, Monica of Los Angeles, Sandra of Encinitas, and Henry III "Gooby" of San Francisco.  One great-grandson Jani, and his sister Clara Jean of El Cajon.

CARMEN 'DAISY' WELCH, 63


  During 12 years of leadership in the 1970s and '80s, former tribal Chairwoman Carmen "Daisy" Welch laid the groundwork for the Viejas Indian band to succeed in business, politics and self-governance.
  "Her vision was to develop an economic base," said her successor and cousin, Chairman Anthony Pico. "She was the one who first brought the idea that those things were possible."
  Mrs. Welch led the Alpine-area tribe from 1972 to 1984, the first woman to hold its top elected post. She oversaw the reservation's first profit-making venture, an RV park, and organized the tribe's first efforts to bring Indian issues before policy-makers in county, state and federal offices.
  Mrs. Welch died May 28, on the Viejas reservation after an apparent heart attack. She was 63.
  Mrs. Welch attended grade school in Alpine when white and Indian students had separate bathrooms and drinking fountains. After graduating from high school, she took cosmetology courses and opened her own business, a beauty salon, in El Cajon.
  She was well-liked by casino employees, many of whom considered her an ally.  She was widely loved, admired and trusted by tribal members.
  In addition to her father, Mrs. Welch is survived by her husband, Robert Welch of Barona; two sons, Ray Welch of Barona and Robert "Cita" Welch of Viejas; a daughter, Lisa Welch-Scalco of Barona; a brother, Harold "Satch" Christman, and a sister, Geraldine "Midge" Svien, both of Viejas; 11 grandchildren; and numerous relatives in an extended family.
  A sunrise memorial service June 4 at the Viejas Outlet Center concert park, and a rosary prayer service Friday evening Lakeside's Our Lady of Perpetual Help Catholic Church, 13208 Lakeshore Drive.
  A funeral Mass was held at the Barona Mission Catholic Church, followed by burial about noon at the Viejas tribal cemetery.
  The family suggests memorial donations to the Down Syndrome Association of San Diego, 9245 Sky Park Court, Suite 130, San Diego, CA 92123.
